Freshwater was a "deep web server" monitor I first saw back in 2000. Subsequently bought by Mercury Interactive. Looks like they have a plug-in for Siebel, that concentrates on _stat.swe. _stats.swe Is a standard part of Siebel, that comes out of the box, and can be contacted for some information about whats going on the Siebel Web Server side. The data it provides is sometimes of dubious quality. Although I remember that some versions for Siebel 7 can even report the logins that are currently in use, which can be interesting. It looks like the SiteScope product uses its built in web page monitoring features to make rules based on the components reported in the _stats.swe page.
