IBM Tivoli Monitoring for Transaction Performance

According to this article, Tivoli is pointing out Siebel 7.7 as a reason to buy their transaction montioring system. I wonder if it competes with the Tivoli for Siebel solution, which was the previous generation system?

According to this article IBM helped Siebel create it's application response monitoring module, or SARM. SARM looks like an interesting protocol, going in the right direction where application servers offer up monitorable status points, that other open solutions can consume.
