28 xenon processers ought to do the trick. The idea of running both the database server and all application components on the same server would simplify a number the task ofin supporting Siebel. Hardware isn't the only compoent, or even the most important, of good performance. But sometimes throwing iron at the problem helps a lot.
The ES7000 doesn't sound cheap, but it would certainly do the job.
